Solar energy ruling passed

The Junta de Andalucia has announced that from 2006 new homes of a certain size built in the autonomous community will need to incorporate solar energy panels during the construction process.

The solar energy panels will need to provide at least the energy necessary to provide all water heating requirements for the residents. Smaller residential units are exempted from the regulation, although apartment blocks will have to conform to it.

At least 12% of Spain’s energy needs will have to be met by renewable energy sources by 2010, and it is planned that solar energy should be one of the main sources of clean energy.

Certain grants are available from the Junta to assist in the cost of installing solar energy in existing homes, something that most homeowners will have to have done at some point as it is envisaged that all homes in Andalucia will eventually have to have some means of generating clean energy.

Public buildings such as schools and municipal offices will also have to conform to the new regulations, as will industrial facilities. Existing buildings will also need to have panels installed if they are having renovations that will cost at least 25% of the purchase price.

Meanwhile, construction firms are not completely happy about the new ruling. A spokesman for Malaga’s Asociación Provincial de Constructores y Promotores (ACP) pointed out that, while the associations members recognise the need to encourage clean sources of energy, construction firms will find it difficult to incorporate solar energy panels in all new buildings due to their construction characteristics or their situation.

The ACP suggests that the use of solar energy panels should be a recommendation rather than a ruling.
